I have received the following new pay proposal for Chief Officer grades in local government –


“The full and final pay offer is for:


  • Two per cent on guaranteed FTE basic salary1 of £99,9992 or less [as at 31 December 2014] with effect from 1 January 2015. The offer covers the period to 31 March 2016.


1 ‘Guaranteed FTE basic salary’ should exclude other separately identified payments such as London area / fringe allowances or Returning Officer fees etc.

2 The offer applies only to those employees whose guaranteed FTE basic salary is £99,999 or less at 31 December 2014. The offer does not apply to the first £99,999 of salaries of £100,000 or more.”


This came in writing from the national employers and is clearly significantly worse than the equivalent offers that have been agreed by other bargaining groups. Although this offer says it is “full and final” I have asked for an urgent meeting with the employers to complain and to explore whether there is any further room for improvement, bearing in mind that Chief Officers have already suffered longer pay restraint than other groups.
